Budget questions for nasty build

As you can tell from the title, I'm on a budget and I want to build a nasty engine as much as I can on my budget. Horsepower is nice, but I'm looking to build torque. The engine I decide to go with is going to be in a 1963 suburban. I want to build it to see some strip time (hence why I want torque), but all a street rod to cruise around in. Maybe go to some shows. Not worried about mpg.

My budget is $3k.

I want to do a big block. Thinking 454 since I can get one pretty cheap. Its efi motor. It's complete with all the wiring for $500. If I took this rout, that would leave me with $2,500 to build off of. What would be the best parts to get to build what I want out of this motor?

Any other ideas or suggestions for what to build, please also put your input in. I don't really want a sbc. Wanting a bbc.
