Best way to replace a front spring hanger bracket?

My drivers front spring hanger bracket on a 1972 chev 1/2 ton 4 x 4 looks like it has been worked on with a grinder and welder. The spring bracket where the eye bolt of the spring goes thru is no longer at a right angle to the frame. This is twisting or putting pressure on the leaf springs sideways.
In trying to replace a hacked spring bracket can bolts be used in place of rivets? What other procedures are necessary to secure the bracket to the frame? Br.
