Quadrajet choke help

Having trouble starting my truck when the choke lever is positioned in the first photo (photo 1 no start), but not the second. The previous owner had a spring attached to the screw that holds in the choke cable which kept that part up (photo t 2 will start).

Am I missing a part? Changing the cable tension did not seem to help. Anything I can adjust, or should I get another spring (the other fell off)?
