prepping headers for paint question...

I found an old set of dynomax 1 5/8 cerama coated long tube headers. The coating has peeled and flaked in multiple spots. I just want to paint them with some hi temp paint.

Do I need to sandblast these first??? I dont have access to a media blaster so id have to take it to a friends work when he can fit it in.

Or can these be scuffed by sanding by hand.im not looking for show quality just want to make them one color.
