power steering on a 65 chevy truck

I installed a front end out of an 83 chevy truck under my 65. I drove the 83 before I parted it out and the power steering worked fine. Now I cant get it to work on my 65 meaning no power steering. I replace the seal behind the rag joint and the two above the pitman arm, then replaced the high pressure hose. I started the truck today and filled the pump and drove the truck up the road and back. Once I got back I shut off the engine jacked up the front end and turned the tires from lock to lock and it blew fluid out of the pump and I could hear air hissing. SO I started the truck again and turned the tires from lock to lock still nothing. What am I missing?? There is no kinked hoses and I have them connected in the right place why wont it work??. Right before I came in for the night I topped off the pump again and tried it one more time and it blew fluid out again.
