Toe in.

I have been reading a few threads about setting the toe in on a straight axle, pretty straight forward and i have the spec in my manual. I also know that the toe in ideally will move to 0 while at speed.

With what i read nobody mentions if the wheels should be in the air, or on the ground, should you drive forward and stop, then check it with a little road surface tension?
