Saddle Tanks as Primary Tanks?

I was under my truck preparing the removal of the bed and saw not one saddle tank, but what I believe to be two. Is this normal? Is there a way to make these my primary? I would definitely prefer to use these, then place a new tank between my frame. Thanks for the help.
