Changing Ignition Lock Cylinder

My ignition lock cylinder allows me to pull out the key while the truck is in ACC mode. Unfortunately this means people have left the car in ACC mode overnight and drained the battery. I have a 70 C10.

Would changing the lock cylinder fix this issue?

Can I change the cylinder without removing the switch and everything from the dash?

Is the cylinder specific to the year/model, or can I find one at any auto parts store?
