possible 1954 Dually

Hey guys.
figured id ask you what all you think, ive had a bunch of inpit from people i know and all, but more doesnt hurt
so this topic is about a truck i found for sale.
the guy has it posted as a 1955 GMC 150 Pickup
im a Dodge guy, and know them more than i do Chevy..
but i figured out that in fact its really a 1954.
Ill attach some pics he has posted.
the OP was for 1800, and within a month has dropped to 1500.
all he states in the add is "call for more info......rare 30xxx miles motor runs good needs to be finished"

so, i dont want to let him know anyone is interested yet, in hopes that hell lower the price a little more. but lets say it all checks out ok and all... how much would you guys offer? if anyone is wondering, btw, i plan on keeping it stock for a bit and eventually make a rat rod out of it and make a custom bed to haul my motorcycle and such
