setting auto choke

Ive got a 85 350 motor in my truck that has a electric choke. And have a few questions about getting it to work right,.

I got 12volts to it when i turn the key on but it doesnt seem to open, is 12volts the right amount that should go to the choke?

And i heard your suppose to adjust the choke in order for it to work right. How do you do This? Ive tried before by loosening the screws and twisting the choke to full open when it was a warm day out and the truck has been running for a little bit.
A few months later in the winter when i went to start the truck the choke was fully open when it should have been fully closed. Did i just adjust it the wrong way?
