Seatbelt retraction broke

Well I gave an uneducated in 67-72 chevys person a ride this morning and he yanked up on the belt from the tower..
Guess what it, doesn't retract.

The little time before work I had I pulled the cover off and the retraction piece inside was broke..

I have an old set to replace it with, luckily.

Does this happen often to you guys. This guy wasn't the first to yank up on it, but is the first to break it..

Do I need to have a review of the rules for being in a 67-72 to show them before they ride with me

Just upset way to early this morning.
