Horn issues

1971 K5 with non tilt column.

I haven't been able to get my horn to function at the steering wheel. I removed the steering wheel cap and removed the pink plastic ring, the silver dog dish, the domed metal ring and discovered my steering was missing the horn contact plunger/Spring/plastic barrel. I ordered parts and new relay just in case. Not able to get horn to function by shoving a screw driver into the canceling cam and touching the brass on the bottom.

So far I've done the following:

1) Horn was hard wired to the battery and it functions.
2) Replaced horn relay with a new one.
3) Unplugged harness at the relay. I jumped red wire to green wire and horn functioned.

Where do I go from here? I'm stuck and frustrated. Should I remove the steering wheel and see if the brass tab is actually connected to the black ground wire?
