Suburban tailgate hinge mounts

Has anyone else ever experienced this problem?

The brackets/plates that secure the folding hinges (the flat ones just above the rear bumper) to the frame have snapped off altogether. The hinges are fine, but the tailgate is no longer secured to the frame under the bumper.

Is this a common problem and, if so, how is it remedied? Do people replace the mounts or just re-weld the existing mounts to the frame? Are there replacement mounts available? Mine seem pretty thin due to rust.
