Fuel tank leaking

I have been a long time lurker and have recently acquired a 71 blazer. I have been replacing items not to restore but to make it an all around good daily driver. Recently the fuel tank has started leaking from what appears to be the top. I need to pull it but I am not sure about the bolts pictured. If I remove these bolts will the fuel drain from the bolt holes or are the bolts running through a sleeve? Or should I just scrap this tank?
