Gas leak

So between the flanged line and the brass nut fuel drips in the cab of the truck, when I take the fuel cap off the tank shrinks, drip stops, and air escapes, but the kicker is when I blow on the gas cap I can hear the valve open and air rushing through the check valve..... Tried to drill a hole in the check valve but the valve just spins freely, got the cap from napa, is there some kind of special vented cap I need?
