Gm tilt column problems!

So like most older gm trucks mine had a loose column, so yesterday I actually tore it all the way down and removed the 4 bolts, cleaned them and put red loctite on them and reassembled everything. Assembly went very well but now my steering wheel is loose. Not the column but just the wheel moving back and forth. Also it seems like the lock plate was flush with the column when I took it apart but now it sticking past the column. I've had it back apart 2 more times now and didn't see anything wrong. I've been on many sites and read many forums, even watched a few videos of other people doing it. I'm not sure what I did wrong. Also the truck is a 1987 chevy 1/2 ton.
