cowl access

I have had an idea for cutting a hole near the end of the firewall under the cowl panel were the air vent it for easy cleaning and then making a bolt on plate to cover the hole. that way I can easily pull the cowl panel and have access to clean and paint if necessary down the road. anyone ever done this or something like it. it will also make repairing the cowl rust we all see under the hood easier. you wont see it at all with the cowl on but a couple of screws will make cleaning and maintaining a breeze
