Where to measure to make level

As you can see my truck sits with the back higher. It is a 4 x 4 so I would rather raise the front than drop the rear.

My questions are where do I measure to find out how much I need to raise it?

Is the distance from top of tire to wheel well supposed to be the same if level?

Thanks for any help.....
