I figured I should add that the nail in the coffin of the conspiracy guys (100mpg carb suppressed by oil companies and so on) is that if there WERE a way to increase MPG it would be hugely profitable for the big three.

Light trucks are being included in CAFE. CAFE is the average CORPORATE fuel economy, which means the average for EVERY vehicle they sell (other than HD trucks and whatever is excluded).

They'd all LIKE to be selling you SUVs, because that's where the money is. But they have to sell a bunch of low-profit sub-compacts (think Ford Focus) before they can sell a King Ranch Expedition (or whatever).

Meeting CAFE more easily would be like printing money. If they could, they would.

Completely unrelated: Did you know Chevy built over ONE MILLION full size cars per year in the late 60s? I mean Bel-Air/Biscayne/Impala/Caprice. What a monopoly!
