Carburetor setup. What am missing?

Just rebuild a Rochester Monojet pulled off of my '69 C30. Pretty sure the PO had this baby rigged someway and what im not sure of is if im missing any cables/springs. I have a spring with 2 hooks on each end that i cant remember how it was installed. Also there was a thin wire hooked to the choke valve that ran into the cab and tied around the AC controls. Have no idea why.
