Fuel gauge voltage reducer

So I thought I had my fuel gauge figured out with a 7805 voltage reducer from radio shack. After it didn't work, I took it out and hooked it up to my volt meter and it was reading 12v off each terminal.
When it was hooked up, the gauge never did anything.
So maybe I got a bad voltage reducer, so I've got a new one with a couple capacitors to test out before I install it.
I was searching around and found this reducer. . Would it work?
