Emmision Bypassing?

I have a 1981 Chevy c10 with a 4.1 liter in line six and a three speed overdrive standard shift and California emissions but I live in pa.

I started rebuilding the truck but it started running rough a while before I started. So I figured this is the time to get it all squared away

The carburetor has been rebuilt and I replaced a number of vacume lines but it still has hit n' miss days. I think that the old emission components are just wore out however there are some that I can't buy or get rebuilt so I would rather bypass the whole system and just use a manual choke. Unfortunately I don't know what to and not to bypass.

Has anyone done this with this kind of truck before and or have any suggestions?
