20,800 rear spring nd 8,000lbs front spring. What does this mean for payload/GVWR?

My '67 C50 has two options: G56 : 20800-LB REAR SPRING
F92 : 8000-LB FRONT SPRING

What does this have to do with my trucks 19,500 GVWR? I just can't figure this out? And how can you have 8,000lbs springs on a 5,000lbs axle, which is what I have.

I don't understand how this play together. Anybody get it?
Thank you very much.
