i was going to suggest you do it

i blasted, blew off what i could, wax & grease remover wipe down and sprayed epoxy
now that you have flash rust you will need to treat it before epoxy
and yes, i removed half the primer on my truck doing body work
i was in a paint shop so i could spot prime when the painter had primer in the gun
