Front leaf bolts supposed to be round?

This may sound silly but I've got to ask: are the front leaf spring bolts supposed to be perfectly round? Both of mine, I discovered, are slightly eccentric. I'll get a pic up when I can.
Both of the rear bushings were totally shot, coming out in two pieces. I'd be willing to believe the bolts are trash, too, but want to be sure.
