1999 C1500 Steering Column Problem

I own a 5.7 C1500 Suburban (99) the bottom the steering shaft at the gear box seems tight. But I can move the upper part of the column going into the firewall. Hard to get the sleeve down to see what is the problem. I guess I have to remove the brake booster bracket and master cylinder?

If it is the rag joint is this a major job on my suburban?
