What Are These Crossmember Brackets?

So I was planning ahead and thinking about my exhaust when I started reading threads on members cutting 4" circles through their crossmember, which I really like!

But, in all of their pics I notice that they do not have some brackets that my frame has. What are these for? Do I need them? Should I still consider running my exhaust through?
