A-pillar questions

I am in the process of replacing the inner and outer rocker panels, along with the outer edge of the cab floor. I cut off the lower portion of the A-pillar to replace with a repo part. My question is about the small bracket that holds the lower part of the front fender. (it has the loop about the thickness of my index finger) There is a matching hole in the lower A-pillar patch panel. Does the small bracket (with two mounting holes that bolt to the cab support) get sandwiched between A-pillar and inner rocker, or does it go on the backside of the cab support? The truck had previously been repaired from a collision and not properly rust protected and everything is totally rotted away on both sides, so I have nothing to go off of. Does it matter how it goes back together as long as my gaps for door and outer rocker line up? Thanks for the help.
