64 c10 need to pass emission

I have 64 c10 with four barrel carb on a 350. My truck is overseas and even our classics have to pass emissions. The problem HC limit is 1200 ppm but mines read 5700ppm. Now there are no obvious problems, engine runs good. When I bought the truck I always noticed strong fumes coming from exhaust but you know older babies do that sometimes. The carb, intake manifold, and related gaskets are new. Any ideas where I can start to check?

Also another issue the truck has the halogen light for the headlight and no high beams. The blinkers work fine but the left blinker it is much dimmer than the right blinker and when I turn on parking lights they do not come on, any ideas how to get brighter blinker( I changed the bulb already) and get the parking lights to come on?
