Turn Signals

Hello, I just replaced the turn signal switch in my 67 C/10 pickup. Previously nothing worked. when I hit the brake pedal, it would blow the fuse. now the emergency flashers work, brake lights work as well as the driving lights but no turn signals. I'm trying all of this with out installing the steering wheel. Do I need the steering wheel installed for the turn signals to work?
