rodchester 4 barrell carb leaking gas

Fuel is welling up out of the carb where the shaft enters the top of the carb. Sorry I dont know the name of that component so I posted a pic. When you step on the acceleratetor the plunger goes down and then back up when you take your foot off the acceleratetor. At that point the engine dies and fuel wells up out of that area. Truck will run great at high rpm but will not idle.

New carb required?

I dont know much about carbs so any help is appreciated.
