Carter BB-1 updraft issues- HELP!!!

I've been working on an OT vehicle (my dad's '28 Dodge) and am having real trouble with the Carter BB-1.

This is an early version with the brass accelerator pump and step up piston. My problem is that I get more of a "burble" out of the nozzle instead of a spray and as a result, the engine barely runs and gas is pouring out of the mouth of the carb.

Does anyone have any thoughts/ideas on what the problem may be?
