Questions on restoring Tach Dash Cluster....

Here is a pic of the cluster I bought for $25 last week. I am getting ready to start restoring it but I don't want to screw anything up.

How do you SAFELY clean the faces of the instruments?
What do you use to recolor the needles?
Clean the glass?
Best way to remove printed circuit without damaging it.

Anybody have any idea of what the guage next to the oil pressure guage is? It appears to be a factory style guage but there is no label on it. Would that be the Vaccum guage? If so, what & where does that get hooked to?
