metal prep for paint

How do you all prep the metal for Epoxy primer? I know media blast is mostly likely best, but if I'm not going that way others as far as done to bare metal? scuff and clean? and clean with just water and soap? or specialty cleaners?

I'm going to start on the interior of my cab and it has some light rust, clean metal and dirt.
My plan is to Epoxy prime and paint the interior and also will be putting Dynamat down also
