Just found some interesting info on "Socket Head Cap screws"

Here's what I found-
"SHCS DO NOT HAVE GRADES ! ( If someone says it is a Grade 8 or 5 , he is full of it !) They meet the ANSI 1962 standards and are forged and rolled formed from quality steel.They do not have a hardness spec, but do have the strength requirement of 176K PSI. A grade 8 bolt only needs a 145K psi Tensile Strength to meet spec, so those who think that a SHCS is a grade 8, are wrong, because a SHCS is far superior. In fact they are 20 % superior.
OK so you now know that SHCS made in the USA are ALL made with superior steel and heat treatment.(probably comparable to a 4140 or 4340 HT steel) and are only available as such."
