starting issue on my truck...search function is down...

I know this has been covered somewhere, but the search function isn't working...
I have 2 good hot batteries hooked up on my wrecker, but for some reason, the starter doesn't want to start the truck. It acts like it has a dead battery, and turns over very very slowly, not enough to start. I have 12.6-12.7v on both batteries and they are charged. The battery cables are like new and the truck is grounded very very well. Could the starter solenoid or starter motor be going bad? I roll started the truck and checked the voltage and it is charging at 14.6-15v when running with heat and lights on etc.

So what do you guys think?
