Front Drum Shoes - What am I Missing?

The engine in my son's 70 C20 finally gave up, so I pulled it and decided since I had unfettered access to the front end I would fix and refresh a few things while I was there.

Today I was replaced the brake hose, cleaned up the backing plate, put in new springs, cleaned the adjuster (you get the picture) then whammy, my drum won't fit over the shoes.

The adjuster is all the way closed (maximum space) figuring I would open it until I got it right.

I'm scratching my head because I know they work (same stuff I took off).

Any ideas?
