I can't be the only one with this problem

As I've posted on here before, I've got my 64 c20 daily driver rust bucket, then am going to pick up my newly acquired K20 this weekend. Here is my dilemma that in sure I am not the only one who has run into. I found a 65 shortbed semi-barn find I suppose. Bed is pretty straight with minimal rust over the wheel wells, but I went to look at it right away because over the phone he said it had zero rust and that the rust was only in fenders. So I cruised over there and, of course, drivers side needs inner and outter rockers, floor needs small patches by the kick panel but it spreads up to the firewall a bit. Same on both sides except the passenger side rocker appears very clean. And needs two rear cab supports. Hasn't ran in years judging by the old fuel smell. I offered him 1500. And says there's a guy who offered two thousand over the phone but my guess is he doesn't know about the rust. Do I up the offer? Or wait?
