edelbrock fuel pressure regulator not working

I just installed my edelbrock fuel pressure regulator and it's not changing the fuel pressure even with the Allen screw turned all the way in. I have the line coming from the pump going to the in on the bottom and I have the line coming from one of the outs going back to the filter then carb. This regulator has 2 outs so I've got one plugged off. I have a gauge after the inline filter just before the line goes into the carb. It's showing no change in pressure even with the screw turned tight all the way inward.

What the heck could be going on? I'm hoping I made a bonehead mistake and have something hooked up wrong because this regulator is about 5 months old and I just took it out of the package recently so I probably can't return it.

Please help.
