Put a cam in Brand New 190hp Crate?

I got a brand new GM Crate engine in August when Jegs had a sale on ebay for $1265.00 delivered. It is a 190 hp engine(10067353). The engine is advertised as 190 hp but capable of 260hp. Is the 260 hp obtainable with ana,uminum intake, carb and headers? Should I put a different cam in before install? I'm not trying to build a monster that I know will need much more than I am starting with but I am planning on AC and running down the highway at 75. Any thoughts?
