rust treating inside the doors

I'm getting some welding repair work done on the truck, then hopefully getting the inside of the cab and the engine compartment painted. I'm also replacing the door and window trim, fixing the regulators, etc.

Now seems like the time to deal with the surface rust on the inside of the doors. The exterior door skins have some hard rubber or similar coating on them, but about 1/2 of it has flaked off. Should I try to scrape the rest of this off, or is that protecting from rust already?

I've read about Rust Mort and was thinking of sanding down whatever I could, but leaving the original rubberized coating in place, then spray everything with a heavy coat of Rust Mort and leaving it to dry for a few weeks while the welding repair is done. Then having the paint guys spray paint inside the doors - more for protection then for looks. Then replacing the regulator, window, door latch, window trim, etc.

Is this a solid plan, or am I missing something? The doors are in very good shape with no dents and nothing more than surface rust. I might also have the speaker holes in the doors welded up after I do all this, but before the cab paint.

Any thoughts?
