Bigger Bumpstop ?????

Just did a prefit with the bags on the back of my 72 Blazer. C Notch installed and the bags (Firestone 2600) on top of the stock trailing arms. It has a 1 1/2 tall cup on top to clear the fitting. Current bumpstops are urethane about a 1/2 thick. I jacked up the rear end and the bags completely bottom out about 1 1/2 before hitting the bumpstop. Isn't it supposed to rest on the bumpstop when aired out. Cant be right as I would think that you dont want the full weight of the Blazer on the bags when they are aired out. Do I need a bigger bumpstop or maybe some 1 or 2 inch blocks. The blocks would also solve the issue of the panhard bar (Early Classics kit) hitting the bottom of the C-notch when aired out. Am I missing something in the picture ?.
