Power Steering question

I have a couple questions about an issue with my power steering. I got the pump re attached hooked up and filled, but its making a loud whining noise like its low on fluid but is full. I noticed the fluid was frpthy when I checked it . Could the new belt be too tight? It was working fine until about 3 weeks ago when the bolts holding the pump on broke off . I secured it out of the way but left the lines hooked up and drove it that way for about a week. Ineed some ideas as to what the problem could be. The p/s came off of a 72 Chevy truck.
