Tailgate fit issue-Help please - dremel hinge opening?

So I bought an aftermarket tailgate and stainless hinge kit and installed them. Tailgate fits into the space ok, but the spring loaded locking mechanism won't go in far enough to lock into the "rectangle" opening in the hinge to stay closed. The hinge is as far to the rear that I can get it, am I doing something wrong? If the "male and female" pieces of the lock catches are as close as I can get them, It seems my only option is to Dremel out the opening so the lock will catch. Anyone had to do this?
