Refurbing '75 shell top.

I need to repaint the shelltop for the '75 Blazer and I have all the new seals etc ready for installing. When I took a close look at it it appears to have been painted with something like textured liner over the original finish. Originally it could have been smooth. Liner is kind of peeling off in areas (see pics). the rest of the truck is getting a new paint job with white side bars or i'd leave it as is. Options are:
1. Try to sand / peel recent finish and repaint well.
2. Just slam some liner back over it and make do as it will only be on in the winter anyway when i don't drive it much
3. Something else i hadn't considered - (suggestions?)
