Cross-member question

In the process of building a 66 and wanting to bag it on a budget. I'd like to do it in steps as money is available. Eventually I'd like to run the full PB front and rear, however I'd also like to drive my truck while I build it.

After reading about the stage 2 and 3, I like how the new crossmember and trailing arms move the wheels back to center them in the wheelwell.

My question is this: Couldn't I purchase the CM now (so I can run my 3" exhaust through it) and just move it back approx. 2" when I bolt it in place to center the wheels? Then once ready, I add the bags, new trailing arms or 4-bar set up and move it back?
