Step fender bracing

I'm a gas tank away from getting my truck on the road in time for its 50th, and one of the final, non-gas tank pieces of the puzzle is the bracing for the rear fenders.



From what I can tell (thanks LMC), there should be three braces per side; two on each wheel arch that attach to the fender mounting flange, and a third that attaches behind the wheel arches to somewhere. I've figured out three of the four arch braces (and assumed that the side mount spare tire bracketry will come into play on the fourth) but I haven't figured out what the last two braces attach to, if they're supposed to be there at all.

These are the pieces I have:



But when I mock them up, they don't seem to line up to any existing holes, but they do happen to line up with the bed wood, meaning nutting and bolting is out of the question.

What am I missing?
