Question stock ride height? question about brakes also...

Is this the stock ride height? I forgot to get the tire size, will get that in the morning(think they are 32.5's tho). this is my first 4wd, so not sure what the suspension is supposed to look like. I think the leafs look a little flat, but I dunno.

Also, what is this under the steering wheel that my knee keeps hitting when I get in and out of the blazer? The line that comes out of the back of it connects to the proportion valve under the brake m/c I'm pretty sure.

I've got a ls3 that I am almost done putting together and I would prefer it to be a little lower, so is it possible to put the axle on top of the spring instead of under them? Or will that cause issues with mounting the ls3/t56/awd xfer-case?
