Starter issues

So I replaced the starter on my 70 c10 with a 383 stroker motor. The starter I replaced would spin but nit engadge with the flywheel. I replaced it with a new starter and it is doing the same thing. This is a stock style starter not a high torque. Any ideas as to what it could be or that I need to do??? Thanks for the help.
