Fuel sender ohm range

What is the ohm range of a fuel sender for a 72 Cheyenne?
The one I took out read : E= 2 ohms, F= 48 ohms--the case was stamped 90 ohms.
Bought a new sender-E=1ohm, F=38ohms.
Gauge was going only a little past 1/4 when full--disconnect the sender wire it goes to full.
Tried the new sender on another gauge and it read the same as old gauge and old sender. (all of this was with sender out of tank)
Had it hooked up right and grounded good.
